Covid-19 Infections Continue Trending Up, Deaths Somewhat Flatten Out

Will these increased numbers be used by Democrats to return the country to harsh lockdowns? Will states refuse to lock down, and will cases continue to rise until the virus is commonplace? 

What are the implications for the economy in either scenario? And why are deaths not spiking in the same way that new cases are?
